Page 3

Closely related to this is the Tulsa District Land Utilization Plan
for that portion of the waterway in Oklahoma. We have been told that
a public meeting on this will be held later this year. Everyone
interested in corridor access for industrial development should plan
to attend this meeting.

* * * * * * * * * *

How much good news we will report in the future will depend more than
ever on what you and 1 do as "Local Interests," There is little doubt
that our water programs are being subjected to more and greater attacks
from a variety of sources. We must not falter in our support of a
progressive water resource program for our basin and the nation.

* * * * * * * * * *

After the business session, a luncheon was held where Mr. E. L. IIBudll Stewart,
Chairman of the Arkansas River Development Corporation Task Force spoke on the
Task Force activities and plans.

ARDC TASK FORCE

This group was put together this summer to work toward drafting a Federal-Interstate
Compact to guide development in the Arkansas River area, particularly along the
waterway. It is composed of three Federal members and three members each from
Arkansas and Oklahoma. Chairman Stewart said at the October 3 luncheon they are
planning to complete draft legislation by the end of 1973 which would, when enacted,
set up a strong Federal Interstate organization. He said, this organization would
combine the best features of a Title II River Basin Commission and a Compact Com-
mission of the Delaware River Basin Commission type.

However, the compact can only have such powers as the member states deem appropriate.
The two states, through their representatives on the Task Force, and local interests
will undoubtedly have the major influence on the final solution reco~ended.

POST OPERATORS ASSOCIATION FORMED

This summer, the Arkansas-Oklahoma Port Operators Association was formed to increase
the commercial and beneficial use of all navigable streams in Arkansas and Oklahoma.

The objectives of this Association are to promote and encourage cooperation
between port operators, to stimulate interest on the part of the public in general
and particularly the members of the Arkansas-Oklahoma Port Operators Association
in the orderly development and comnercia1 use of the navigation system, to further
educate the public on navigation matters, to create and promote helpful ideas in
connection with all development, and to gather and disseminate the information
which may be useful by the mam~ers of the organization.

The Association, which is non-profit, has its principal offices in Tulsa.
