BreM, Garden City <br /> <br />Randy Hayzlett, Lakin <br /> <br />September 2, 2003 <br /> <br />Mr, David Brenn, Chainnan <br />Arkansas River Compact Administration, Operations Committee, 2002-2003 <br /> <br />Mr. James Rogers, Member <br />Arkansas River Compact Administration, Operations Committee, 2002-2003 <br /> <br />Subject: <br /> <br />Status report concerning attempts to resolve concerns raised by the Assistant <br />Operations Secretary <br /> <br />Gentlemen, <br /> <br />At the most recent meeting of the Operations Committee and the Administration held on May <br />22" and 23'd 2003, the committee requested the Operations Secretary to prepare a report <br />describing each unresolved issue ofconcem regarding interpretation and implementation of the <br />1980 Operating Plan that has been raised by the Assistant Operations Secretary together with a <br />specific justification in support of both sides of each issue, a recommendation concerning the <br />most appropriate level of authority for resolution of each issue. and where possible a specific <br />resolution proposal. It was recognized that legal assistance might be required to fulfill some of <br />these objectives, It was also requested that some measure of the amount of water at stake in each <br />issue be provided, Finally, the report is to include an analysis of the feasibility of periodically <br />alte=t:ng the office ar.d associated duties of Operatior.s Sccretary between the Div;sion <br />Engineer for Division 2, Colorado Division of Water Resources and the Water Commissioner of <br />the Gardea Ci~ Field affi~e, Ji,ision 0fWater Resources, Kansas Derartmc"t of Agricclture, <br />A status report is expected by September I, 2003 and the report is to be submitted at the roe::t <br />regular meeting of the Administration scheduled in December 2003, <br /> <br />Two ",eetings have been held between Mr, Kevin Salter of the Kansas Division of Water <br />Resources, representing the Assistant Operations Secretary and the Operations Secretary since the <br />May 2003 meeting of the Administration, <br /> <br />The first of these meetings occurred on June 26, 2003 in Pueblo, Colorado, The subject of this <br />meeting was the review of issues as summarized in matrix format follo,",ing meetings of the <br />Administration in Garden City, Kansas on May 9 and 10. 2002, The participants concurred that <br />the best prospects for further progress in resolving differences are in those areas as ordered from <br />top to bottom in the matrix. A copy (9/11 pgs) of the matrix of issues as it has been subsequently <br />revised to reflect the Operations Secretary's understanding of certain issues is attached to this <br />
