I :.~~ 'CONSI;.1ii/H".:' '~'J.Mch 18, 1977 Dear Mr. Helton: The San Juan is starting to get the Loa Pinos river study moving. Enclosed is a very rough draft of the proposed study plan. As you are aware our study plans are now approved by the Regional Forester. This process insures that the study receives the proper priority, sets up financing, and provides early commitment of the Region to the end product. The rough draft sets forth our early ideas on how the study should be conducted. This draft does not identify the proposed report formats or work assignments between the Forest Service or State members of the team. We would appreciate your ideas and comment on the study plan. Additionally, we have to get a memorandum of understanding signed. We suggest you take the Piedra memo of agreement and note changes for dates, names, and other additions or deletions as you ,may desire. Prior to formulating the final study plan, we have to work up a report format. Along with your comments on the study plan and ideas for revision of the memorandum of understanding, we would appreciate a rough draft of report format that the State would like. When your comments and the Forest comments sre in, Werner will put together a draft plan. Then we propose a joint meeting with the regional office and the State to iron out the details of the final study plan and report format.
