A Crystal Dam will be above the Black Canyon of

the Gunni.on National Monument and the presence of the dam

of fact tbere has been as long as I can remember boating use

down through the Black Canyon of a small nacure -- minor

Very, very small. I think when we talk about

boating in the Black Canyon that we are talking in terms of

an area ou~side the monumen~. the area above the canyon of

the national monument where all the boating has occurred.

But, going down through the monument itself is so dangerous

that we cannot sanction boating through the monument. People

do go down there.
