Cost Allocation

Costs of the augmentation plan were first allocated to
(1) replacing the requi.rE'ments of the Mexican Wa.ter Treclty 2nd

These costs were distrtbutecl in proportion to the llltimul~e supply

in each cntegory; i.e., 90 percent to. the M(~.xical1 Trenty obligation

and 10 percent to use in tl1C Lower Basin. Tile latter ~ssignment

was suballocated between purposes now being served in tL1C Lower
