this p8~it grants only the right to use the water available in the stream after all
prior rights-are satisfied.

Since the uae of the wate~s of the North Platte River and its tt'ibutaries above Path-

finder Reservoir is restricted by the proviSions of the Decree of the United States Supreme
Court, entered OctobeJ:' 8, 1945. in the North Platte River interstate litigation, the amount
of water diverted from Douglas Creek and its tributaries, under Permits Nos. 22094 through

22115 , shalt be the quantity which is replaced in the North Platte Basin frOlll: tributaries of
the Little S~ake River in the Colorado River Basin under Permits Nos. 22117 throush 22144.

Such replacement tCl bp. made on an annual -basis undcr regulations and requirements to be made

by the Stat9-Engineerfs Office.
Construction of proposed work shall begin within one year from the date of appraval.
The time for completing the work shall ~e%minate on December 31, 1964.
The ti~ for completing the application of water to beneficial use shall terminate on
December 31, 1964, and final proof of appropriation shall be made within five years thereafter.
The a~o~t of appropriation under this permit shall be the quantity of water beoefieially
used for mun~cipal, industrial. and irrigation purposes on or before December 31, 1964, not to
exceed 1.0 c1lbic feet of water per second of tiDIe. and in accordance with the limitations
