.

002583

.

,\

each party will be reluctant to disturb.
One factor is that most multi-state projects are eagerly
sought by the affected states, so that waiver of crippling
state requirements may be made a condition of authorization
of the expenditure of federal funds. This may not be too
oomforting, but, like the commerce clause we have already
mentioned, it may be something we can live with.
The second ray of hope oomes from the support the so-called
arid states are beginning to receive from the eo-oalled humid
states.
In many of the ~estern states, the unappropriated water is
rapidly diminishing. But, many states, particularly in the South,
with vast quantities of water, are beginning to worry about the
attitude of the federal government toward the large amounts of
land used for military, atomio and other federal uses. As great
new industries simultaneously compete for water and pOllute it,
humid states begin to show concern for their dwindling supplies.
What other reason would there be for Mississippi to adopt the
appropriation doctrine, as it recently did. Why else did South
Carolina, Virginia, Texas, Mississippi, Florida, Arkansas and
Louisiana appear at hearings on H.E.456? and others?J0
Some of us still believe that the federal government is the
coordinated thinking of the 50 states, and that when enough of
the states believe the federal role to be plain and clear, that
role will be played.
Let us develope a machine that will transform the heat that
is generated into light for our feet.
-1:3-
