This may not be too <br />oomforting, but, like the commerce clause we have already <br />mentioned, it may be something we can live with. <br />The second ray of hope oomes from the support the so-called <br />arid states are beginning to receive from the eo-oalled humid <br />states. <br />In many of the ~estern states, the unappropriated water is <br />rapidly diminishing. But, many states, particularly in the South, <br />with vast quantities of water, are beginning to worry about the <br />attitude of the federal government toward the large amounts of <br />land used for military, atomio and other federal uses. As great <br />new industries simultaneously compete for water and pOllute it, <br />humid states begin to show concern for their dwindling supplies. <br />What other reason would there be for Mississippi to adopt the <br />appropriation doctrine, as it recently did. Why else did South <br />Carolina, Virginia, Texas, Mississippi, Florida, Arkansas and <br />Louisiana appear at hearings on H.E.456? and others?J0 <br />Some of us still believe that the federal government is the <br />coordinated thinking of the 50 states, and that when enough of <br />the states believe the federal role to be plain and clear, that <br />role will be played. <br />Let us develope a machine that will transform the heat that <br />is generated into light for our feet. <br />-1:3- <br />
