Schmuck, Director
Colorado Clearinghouse

FROM:

Laren D. Morrill, Deputy Director
Colorado Water Conservation Board

DATE:

February 1, 1978

Colorado River Basin Salinity Control Project, U. S. Bureau
of Reclamation 176-109

SUBJECT:

I have read the Environmental Assessment of the Grand
Valley Unit and found it to be very complete and thorough. All
the foreseeable environmental impacts have been addressed and
various alternates and mitigation methods have been considered.

Overall the environmental impacts of the proposed
project do not appear to be sufficient to warrant a full fledged
environmental impact statement, particularly in view of the fact
that the Environmental Assessment is very well done.

Sinoe this project is the first of 1tskind in the Upper
Colorado River Basin, many assumptions necessarily have been made
as to -alternatiohOf habitat and resultant effects on wildlife.
Since there exists no firm data to a~sess the reliability of the'.
assumptions, it is difficult to draw any definite conclusions.

Phase I of the project, in the Reed Wash area, will be
monitored for groundwater effects for some time after its com-
pletion to assess the validity of the salinity reduction assump-
tions. Perhaps if a detailed wildlife census were conducted in
that area prior to construction, with follow up investigations
after completion of Phase I, better information on the wildlife
effects could be obtained. This information cOQld then be used
for a more accurate assessment of the mitigation needs.

LDM:ajt
