Bureau <br />of Reclamation 176-109 <br /> <br />SUBJECT: <br /> <br />I have read the Environmental Assessment of the Grand <br />Valley Unit and found it to be very complete and thorough. All <br />the foreseeable environmental impacts have been addressed and <br />various alternates and mitigation methods have been considered. <br /> <br />Overall the environmental impacts of the proposed <br />project do not appear to be sufficient to warrant a full fledged <br />environmental impact statement, particularly in view of the fact <br />that the Environmental Assessment is very well done. <br /> <br />Sinoe this project is the first of 1tskind in the Upper <br />Colorado River Basin, many assumptions necessarily have been made <br />as to -alternatiohOf habitat and resultant effects on wildlife. <br />Since there exists no firm data to a~sess the reliability of the'. <br />assumptions, it is difficult to draw any definite conclusions. <br /> <br />Phase I of the project, in the Reed Wash area, will be <br />monitored for groundwater effects for some time after its com- <br />pletion to assess the validity of the salinity reduction assump- <br />tions. Perhaps if a detailed wildlife census were conducted in <br />that area prior to construction, with follow up investigations <br />after completion of Phase I, better information on the wildlife <br />effects could be obtained. This information cOQld then be used <br />for a more accurate assessment of the mitigation needs. <br /> <br />LDM:ajt <br />
