Effect1veness - Improved 1rr1gat10n pract1ces can be used to <br />reduce water consumpt10n. The water freed by conservat10n may <br />conce1vably be purchased from ex1st1ng holders for 1nstream flow <br />purposes. <br /> <br />2. Water 1moacts - Instream flow r1ghts need to be acqu1red by <br />purchase 1n accordance w1th the ex1st1ng water r1ght system. <br />R1ghts may be purchased from sen10r users benefitting from <br />conservat10n features, but r1ghts of jun10r users who could use <br />the water must also be protected or compensated. There may also <br />be sal1n1ty control benef1ts as a result of water conservat10n <br />efforts. <br /> <br />3. Where - Throughout the Upper Bas1n. <br /> <br />4.
