Another option is <br /> <br />for the federal agency requesting Section 7 consultation, in <br /> <br />cooperation with the project sponsor, - to determine baseline and <br /> <br />project depletions. Under the latter option, it is not certain <br /> <br />whether the Fish and Wildlife Service would consider input from the <br /> <br />Indian tribes or the states on water depletions_ <br /> <br />The Fish and <br /> <br />wildlife Service would have to-decide on water depletion figures it <br /> <br />feels are appropriate if there is no consensus on baseline and <br /> <br />project depletions among those entities providing depletion data or <br /> <br />estimates to a Section 7 consultation. <br /> <br />The Riverware model, or any other model developed by a <br /> <br />government agency, and the model data used for Section 7 <br /> <br />consultations are not confidential information. Consequently, they <br /> <br />may be reviewed by interested parties, including Implementation <br /> <br />Program participants, at any time. However, it is not clear at <br /> <br />what point the entity which maintains the model would make <br /> <br />modifications to the model or the model data on the basis of <br /> <br />reviews submitted by interested parties. It is not clear whether <br /> <br />hydrologic modeling decisions for Section 7 consultations will be <br /> <br />made by the Implementation program, the federal agency requesting <br /> <br />7 <br />
