Furthermore, approval of <br />the application must first be acted upon favorably by the Governor of the <br />State or his designated state agency. <br /> <br />From the State level (if approved)j the application is subject to <br />review and comments by the Secretary of! the Interior and the Secretary <br />of the Army as well as the Secretary of ~griculture in whose province. <br />the Congress assigned federal responsibi~ity and active assistanc.e. <br />These steps were of course necessary to: coordinate any localized <br />program with the larger construction efforts in the fiel d of water, <br />carried on by the Bureau of Reclamation .and the Corps of Engineers. <br /> <br />Public Law 566 repeals the authority of the Secretary of <br />Agriculture under the Flood Control Acts to make flood prevention surveys <br />I <br />of authorized watersheds and submit surrey reports to Congress. This <br />does not mean that the larger drainage b~sin picture will be ignored in <br />planning the improvement of small water:sheds.. The Department of <br />Agriculture is determined that all small projects shall fit into the ultimate <br />development of the major drainage basin" as a whole. To assure this, <br />each small watershed project under Publ,ic Law 566 will be studied and <br />planned in the general framework of the Water supplies, legal water uses <br />and other needed water developments of the larger basin. <br /> <br />This Act establishes the intent of! the Congress to assist communi- <br />ties to rehabilitate small watersheds which are causing the damage. It <br />provides a fine opportunity for local org;tnizations and States, which are <br />willing and able to deal with localized pr:oblems, to team up with the <br />Federal Government on an equitable basis in projects which will benefit <br />all parties. This picture depicted <br />the tremendous job that can be done with heavy equipment and also gave <br />the viewer the impression that nothing ~s too big to be tackled with <br />modern engineering and equipment. <br /> <br />*****'1'** <br /> <br />- 34- <br />
