they are trying to influence. Faced with such a picture the one conclusion
that seems strongly justified is that very much more fundamental research
must definitely be carried out in the entire field of cloud physics. As long
as there is any hope at all that even a small percentage increase in
natural precipitation can be produced by ihtelligent manipulation of seeding
processes a very large amount of scientific effort to understand clouds,
rain, and snow is warranted.

Such research is going on, and in many places. So substantial has
been the increase in scientific knowledge of cloud physics in the last five
to ten years it seems likely that fairly definite answers as to the practical
potentialities of cloud modification will be forthcoming from research with-
in the new half-decade to decade.

..'

'"

Until a truly .scientific answer has been found to the question of
seeding, prospective users of seeding services are advised to regard the
activity as fundamentally a gamble. The case for cloud seeding can today
only be labeled "not proved. "

Notation: As one practical illustration of some of the research investigations
being pursued by the organization Dr. McDonald represented, the
Institute of Atmospheric Physics of the University of Arizona, the
speaker showed lapse-time motion pictures of rainclouds.

********

Editor's Note:

In editing the prolific material presented in the Eleventh Annual
Meeting of the Colorado River Water Users' Association, we suddenly
realized that Mr. Jordan Crouch in his speech which follows was pointing
out, quite explicitly, the basic rules of all successful human relations.
We recalled the opening words of President Carl Anderson's address
concerning our aims and aspirations and felt that here in a simply phrased
way, was the method we should follow in .order to accomplish our ends.
And so we are printing, exactly as it was presented, the entire speech of
Mr. Crouch.

********

STRATEGY IN WORKING WITH PEOPLE

Jordan Cr\>uch
Vice-President, First National B~nk of Nevada, Reno, Nevada

Ability to get along with people is the prime attribute of a good
executive and it is a necessity for all of us if we are to enjoy peace of
mind.

- 12 -
