,-: ."'j (~
;:.~V . 0

.

Basis for Estimates

Estimates are based on costs as of October 1965, and are derived
from field surveys and studies sufficiently detailed to establish
~eliable costs on the features recommended for construction in this
report. The cost estimate for Narrows Dam was prepared by the Office
of Chief Engineer. Plans and estimates for all other features except
recreation and fish and wildlife development were prepared in the
Regional Office and reviewed by the Office of Chief Engineer. Cost
estimates for recre~tion facilities and for fish and wildlife facili-
ties were prepared by the National Park Service and the Bureau of
Sport Fisheries and Wildlife. The basis for their estimates is
shown in their reports attached to the Report of the Regional
Director. Cost estimates for land and rights reqUired for recrea-
tion and fish and wildlife developments were prepared by the Regional
Office of the Bureau of Reclamation, using the same basis for costs
used in obtaining the cost of land and rights for irrigation and
flood control purposes. The cost of rehabilitating Jackson lake
Dam for use as a recreation and fish and wildlife facility was
based on a field inspection by representatives of the Office of
Chief Engineer and Region 7.

Construction Schedule

.

The features of the Narrows Unit are scheduled for construction
during the periods shown on the Control Schedule, exhibit 4. The
total time to construct the project with the exception of ultimate
recreation features is nine years with storage starting about nine
months before completion of the dam. Initial recreation development
scheduled for completion concurrently with completion of the dam
is judged to be adequate for the first ten years of operation.
Funds are included in the estimate for future recreation development
over a 50-year period beginning at completion of the reservoir as
determined by the adlllinistering agency primarily on an "as needed"
basis.

Work on relocation of the Union Pacific Railroad should begin
as soon as possible because construction of tile river outlet and
the dam in that area cannot be done until the existing railroad is
abandoned. It is anticipated that the construction for relocating
the railroad will be started about 2-3/4 years before construction
for the dam is begun. Negotiations with the railroad, field work,
design and preparation of specifications will re~uire about 2-l/2
years before the railroad relocation contract can be awarded.
Construction on the dam can start about the time the railroad is
completed. Some 3 years is allowed prior to construction for
gathering field data, designs and specifications and awarding the

.

12

Revised July 1966
