skier visit is assumed. Using this figure and estimated
total skier visits, the annual payments for akiers at Wolf
Creek Valley would be as shown in Table; IV-34 below.
Typically these payments go to the county in i which the ski
area is located.

TABLE IV-34
FORI!SJ' SERVICE PAYMENl'S 'Ill MINERAL CYJ1m'V
1995. 2005 Am 2020

payrrents to Mineral county
1995 2005 2020
I
$ I 0
$17,700
$7,7,700
I
U.S. Forest Service and HaIm1'er, Siler, George Associates
i

Annual Skier Visits
1995 2005 2020

Alternative One 0
Alternative Two 296,200
Alternative Three 296,200

Source:

(2)

Archuleta C'Lllln~

o
621,600
621,600

o
859,300
731,300

$ 0
$37,025
$37,025

$ 0
$107,413
$ 91,413

Archuleta County will also gain significant additional sales
and property tax revenues from the developnent of either
alternative due to the generated growth I of population,
housing, retail trade and services in the Coupty.
I
Presently, the largest single source of ~ax revenues in
Archuleta County is also property taxes: accounting for
$531,800, or 27 percent of total revenues in !1982. Property
tax revenues attributable to the proposed dev'elopl1ent will be
the result of housing built in Archt4eta County to
acccmnodate that direct and indirect I population and
employment growth associated with Wolf Cr~ek Valley which
resides in the County, as well as the addi4ional commercial
space built to serve that growth. Forecas~ assessed value
and tax revenues are shown in Table IV-35. I
,
I
Sales tax revenues to Archuleta County wi~l come fran two
sources: expenditures in Archuleta County: by tourists and
retail expenditures attributable to the ir')duced population
growth in the County. I
I

Expenditures will be primarily by destinatibn skiers staying
at lodging in Pagosa Springs or elsewhfre in Archuleta
County. Based on other ski area developnen~s, the ass~tion
is that a minimum of 10 percent of the tourist skiers will
stay off-site (not at Wolf Creek Valley) an4 virtually all of
these off-site tourists will stay in Archul~ta County. Using
the average expenditure of $117.00 per! day skier, the
expenditures to Archuleta County have been ~llocated as shown
in Table rv-36.

234
