00213!:

OIAPl'ER IV - ENVIRONl>lENI'AL CDNSEaJENCES

A. INI'ROIlUcrION

This Chapter discusses and discloses the direct, indirect, and cumulative
environmental consequences of implementing the alternatives described in
Olapter II. Each alternative considered may affect one or more of the
cOllp:>nents of the envirornnent. The discussion of consequences found in this
Chapter provides information with which to compare the relative effects of
the proposed action and each alternative.

Developnent of the private land is not dependent on the issuance of a
special use permit for developnent of a ski area on National Forest System
land. Developllent of private lands, hCMever, would not be to the same level
or at the same rate if the proposed ski area is not developed.

The disclosures in this Olapter include:

predicted environmental irrp3.cts resulting fran implementation of
the alternatives (including the proposed action).

any adverse environmental effects which cannot be avoided if the
proposal is implemented.

the relationship between short-term uses of the environment and
maintenance and enhancement of long-term productivity.

any irreversible or irretrievable commitments of resources caused
by implementation of the alternatives.

The description of environmental consequences in this document assumes that
mitigation measures, referenced in this EIS in Appendix A, in the San Juan
National Forest Land and Resource Management Plan or in other documents or
agreements related to this proposal, have been implemented.

Under any of the alternatives considered there is a potential for conflicts
with sane Federal, State, and local plans, policies, and controls regarding
environmental quality and resource conservation. The Joint Review Committee
in its role as the coordinator of the review of the proposal and its
analysis has discovered no major conflicts.

Agencies to whom this Revised Draft Envirornnental Impact Statement is sent,
hCMever, are specifically requested to cormnent on conflicts of which they
are aware.

Interdisciplinary team members contributing to the analysis in this Chapter,
as well as the descriptions contained in Chapter III, relied on field work,
literature reviews, published research findings, consultation with other
experts and specialists, and their own training and experience. Appendix C
is a bibliography of the primary sources used to complete both Chapters III
and IV.

ISl

l
