~

.

.

An environmental feasibility survey and report must
be made before any project can be authorized. There
are no Bureau funds available this fiscal year even
if-the Bureau red tape could be entirely eliminated.
Under the current conditions, a minimum of two years
would be necessary to schedule a project and acquire
funds to do anything at the Meeker Well.

4. Mr. M. B. Rainey, EPA, discussed the prior arrangement
with the Bureau where EPA funds were made available
for salinity control, but this is no longer current
policy. No EPA funds are available at the present.
A minimum of two years would be required to make
arrangements for such a project even if such were
possible under the new arrangement wherein the EPA
is no longer a participant with the Bureau. It was
recommended that a representative of the state of
Colorado attend an EPA conference to be held in Las
Vegas, Nevada, on February 14, 1972, and present the
Meeker Well problem for discussion.

5. Representatives of the state made it clear that the
time element was critical for corrective measures to
be taken because of accruing property damage on the
Nelson ranch. More prompt action was highly essential
and would be sought through other channels.

6. The findings of this meeting were brought to the
attention of the Water Pollution Control Commission
at their regular meeting on December B, 1971. The
reaction of the Commission was for the Chairman, Mr.
Tom Ten Eyck, to draft a strong letter, having the
approval of Governor John Love, to the EPA requesting
prompt action for funds to replug the Meeker Well.
Copies of the letter were to be sent to the Colorado
Congressional representatives in Washington, D. C.
A repre~tative of the Water Pollution Control
Commiss~will probably be the Colorado conferee at
the EPA ~ting on February 14, 1972, in Las Vegas.
C1

CH:tam
Attachments
cc: James McKee, State Oil and Gas Division
Laren Morrill, CWCB, with attachments

Memorandum

-2-

December 20, 1971
