Identify the criteria to be used to evaluat~ when the <br />various species have recovered to such a degree that they <br />should be delisted; <br />7. Identify necessary modifications to federal facilities <br />such as afterbays and changes in locations of discharge points <br />so as t? accommodate fish habitat requirements; <br />9. Report to Congress by 1990 all necessary methods for <br />maintaining the species; <br />10. Report to Congress by 1990 the anticipated capital cost <br />required for necessary habitat improvements and federal <br />facility operational improvements. <br /> <br />/l <br /> <br />Option Number Two (in lieu of option number one): <br /> <br />1. Implement data collection and evaluation concerning <br />habitat requirements of these species; <br />2. Implement necessary operational changes to federal water <br />storage projects such as the Curecanti Unit and the Flaming <br />Gorge Unit so as to meet necessary habitat requirements; <br />3. Report t~ Congress and identify necessary capital.. <br />constructio,' costs for facility modification and new <br />construction as is necessary to provide required habitat. <br /> <br />Ill. The Colorado River Basin Endangered Species Advisory Council <br />i <br /> <br />1. There is hereby created the Colorado River Basin Endangered' <br />Species Advisory Council composed of no more than three (3) members <br />from each Colorado River Basin state appointed by the Governor and <br />with the consent of the legislature. <br /> <br />~ <br /> <br />2. The Council shall be advisory only and shall: <br /> <br />a. Receive reports from the Secretary on the progress of the <br />Colorado River Basin-Wide Conservation Program and review and <br />comment on. said reports; and <br />b. Recommend to the Secretary appropriate studies of further <br />'\ projects, techniques, or methods for accomplishing the purposes of <br />"-this title. <br /> <br />IV. Costs for Construction and Modification of Facilities Necessary for <br />Habitat. <br /> <br />1. Costs for construction, or modification of any and all <br />facilities necessary for required habitat, where such habitat <br />improvements are necessary to mitigate or offset cumulative impacts <br />attributable to basin-wide water development projects, both <br />federal governmental and non-federal, shall be payable by the <br />federal government.
