<br />002527 <br /> <br />THE FEDERAL/STATE COORDINATING COMMITTEE <br /> <br />In March, 1984, the U.S. Fish and Wildlife Service, Region 6, <br /> <br /> <br />Denver, organized a Federal/State Coordinating Committee to <br /> <br /> <br />resolve the conflict between Section 7 consultations under the <br /> <br /> <br />Endangered Species Act and future Upper Basin water development. <br /> <br />The Committee included the Regional Director of the U.S. Fish <br /> <br /> <br />and Wildlife Service, Region 6, Denver; Regional Director, U.S. <br /> <br /> <br />Bureau of Reclamation, Upper Colorado Region, Salt Lake City; <br /> <br /> <br />Regional Director, U.S. Bureau of Reclamation, Lower Missouri <br /> <br /> <br />Region, Denver; and representatives of the States of Utah, <br /> <br />Colorado, and Wyoming. The Coordinating Committee formed a <br /> <br />Technical Steering Committee wqjch included Federal and State <br /> <br /> <br />water development and wildlife management agencies, water users, <br /> <br />and environmental organizations. The Technical Steering <br /> <br />Committee established Biology and Hydrology Technical <br /> <br /> <br />Subcommittees to address complex scientific and technical <br /> <br /> <br />issues. <br /> <br />As a result of extensive fact finding and intense negotiation <br /> <br />over a two year period, a proposal has been developed which will <br /> <br /> <br />meet the goals of water users, Federal agencies, environmental <br /> <br />organizations, and the States in terms of future water <br /> <br />development and protection of endangered fish species in the <br /> <br />Upper Colorado River Basin. <br /> <br />THE BASIC PROPOSAL <br /> <br />The approach agreed upon is embodied in a document entitled <br /> <br /> <br />"Draft Recovery Implementation Program for Rare and Endangered <br /> <br /> <br />Fish Species in the Upper Colorado River Basin", dated July 17, <br /> <br />1986. The proposal goes beyond merely protecting the endangered <br /> <br />native fishes in the Upper Colorado River Basin. It calls for <br /> <br />their full recovery and delisting within a fifteen year time <br /> <br /> <br />frame, and provides a means of protecting endangered species <br /> <br />habitat within the framework of State water law, while water <br /> <br /> <br />development proceeds in the Upper Basin. <br /> <br />3 <br />
