Appropriation of all or part of such junior right may be <br /> <br />permitted if the Division Engineer approves a written plan submitted to <br /> <br />him whereby the amount of the injury caused by that junior right will be <br /> <br />reasonably lessened. <br /> <br />\ <br /> <br />v <br /> <br />Any appropriator may elect to treat any well or wells under a <br /> <br />temporary plan of augmentation for part or all of any decreed surface right <br /> <br />or any other valid water right, Upon the approval of a written plan therefor <br /> <br />by the Division Engineer; provided that no material injury Occurs to any <br /> <br />other vested right. <br /> <br />VI <br /> <br />All compact index stations will be rated by state hydrographers as <br /> <br />often as needed to maintain a currently accurate record and records will be <br />adjusted accordingly. <br /> <br />VII <br /> <br />The water users of the Rio Grande and Conej os River and their <br /> <br />tributaries are encouraged to utilize either an existing entity such as the <br /> <br />Rio Grande Water Conservation District or another entity to make full use <br /> <br />of these operating criteria to augment the runoff at the Lobatos Gaging <br /> <br />Station and to attempt to remedy injury by junior appropriators so that <br /> <br />maximum utilization can be made of all the waters available in the San <br /> <br />Luis Valley. The Office of the State Engineer will give whatever as sistance <br /> <br />I <br /> <br />Possible to implement plans of augmentation or replacement water. <br />
