If all of col 0 (POT <br />BKOVR) equals zero then all of col P (ALOWD BKOVR) equals zero <br />otherwise if any accounts in col 0 (POT BKOVR) are greater than <br />zero and there is zero in at least one account in col 0 (POT <br />BKOVR) then the following steps are taken to allocate the book- <br />over water: <br />(1) Total the available space for bookovers <br />(2) For the agencies with bookover water (rentors), calcu- <br />late the percentage of each agency's gross allocation (permenant <br />storage space) to the total of the rentors gross allocation. <br />Agency allocation divided by the sum of allocations equals per- <br />centage (decimal equivalent). <br />(3) Multiply each rentors percentage times the storage <br />space available to determine their proportionate share of the <br />space available. <br />(4) If available bookover is equal to or less than their <br />rental space available, enter bookover amount in col P (ALOWD <br />BKOVR) . <br />(5) If their available bookover is greater than their <br />proportionate share of space available, re-compute step 1, 2, 3, <br />and 4 above including each agency having greater bookover than <br />space available. <br />(6) Repeat steps 1, 2, 3, and 4. I f one or more accounts <br />have a value greater than zero on the seventh iteration, col P <br />(ALOWD BKOVR) equals allocated PP and FCP divided by (total <br />allocated PP and FCP of accounts with unassigned value for col P <br />(ALOWD BKOVR)) times balance of total available amount for book- <br />over. <br /> <br />Col Q: Amount of water entitlement which exce~ds the available <br />storage capacity: col 0 (POT BKOVR) minus col P (ALOWD BKOVR) . <br /> <br />Col R: End of the month accounts equal col N (POT STORG) <br />col Q (SPILL RIVER) <br /> <br />minus <br /> <br />Col S: EOM elevation of reservoir's water surface based on total <br />amount in storage and the Bear Creek Reservoir depth-capacity <br />data. <br />
