Col P: The State does not participate in "space available" until
all other agencies needs have been satisfied. If available
bookover water exceeds vacant space, the bookover water is dis-
tributed to vacant agency account(s) in proportion to the agen-
cies initial allocation in the PP to the combined allocation of
agencies having bookover water available. If all of col 0 (POT
BKOVR) equals zero then all of col P (ALOWD BKOVR) equals zero
otherwise if any accounts in col 0 (POT BKOVR) are greater than
zero and there is zero in at least one account in col 0 (POT
BKOVR) then the following steps are taken to allocate the book-
over water:
(1) Total the available space for bookovers
(2) For the agencies with bookover water (rentors), calcu-
late the percentage of each agency's gross allocation (permenant
storage space) to the total of the rentors gross allocation.
Agency allocation divided by the sum of allocations equals per-
centage (decimal equivalent).
(3) Multiply each rentors percentage times the storage
space available to determine their proportionate share of the
space available.
(4) If available bookover is equal to or less than their
rental space available, enter bookover amount in col P (ALOWD
BKOVR) .
(5) If their available bookover is greater than their
proportionate share of space available, re-compute step 1, 2, 3,
and 4 above including each agency having greater bookover than
space available.
(6) Repeat steps 1, 2, 3, and 4. I f one or more accounts
have a value greater than zero on the seventh iteration, col P
(ALOWD BKOVR) equals allocated PP and FCP divided by (total
allocated PP and FCP of accounts with unassigned value for col P
(ALOWD BKOVR)) times balance of total available amount for book-
over.

Col Q: Amount of water entitlement which exce~ds the available
storage capacity: col 0 (POT BKOVR) minus col P (ALOWD BKOVR) .

Col R: End of the month accounts equal col N (POT STORG)
col Q (SPILL RIVER)
