It is suggested that
Acencies operate off the top or from the flood control account
prior to operating in the permanent pool. Agencies with more
storable water than space available may store (bookover) excess
water in space available in other accounts. The State would
operate as in Scenario A.

Col A: Agency name

Col B: Total amount of water in the permanent and flood control
pool as allowed by scenario B; Total amount in subsequent months
are carri~d forward from previous EOM balance.

Col C: Amount of water in the permanent pool:
(1) Each agency except State and Englewood: If col B (BOM
TOT ACCT) is less than or equals the space allowed in PP then col
C (BOM PP ACCT) equals col B (BOM TOT ACCT) , otherwise, col C
(BOM PP ACCT) equals Scenario B maximum space allowed for each
agency in the PP.
(2) State: If col B (BOM TOT ACCT) is less than or equals
405 minus sum of col C (80M PP ACCT) for all other accounts then
col C (BOM PP ACCT) equals col 8 (80M TOT ACCT) otherwise col C
(80M PP ACCT) equals 405 minus the sum of col C (BOM PP ACCT) for
all other accounts.
(3) Englewood: Equals zero.

Col D: Amount of water in the flood control pool:
If col C (80M PP ACCT) is less than maximum space allowed
in PP then col D (80M FCP ACCT) equals zero, otherwise if col 8
(BOM TOT ACCT) is greater than or equal to total space allowed in
PP and FCP then col D (BOM FCP ACCT) equals maximum space
allowed in FCP, otherwise col D (80M FCP ACCT) equals col B
(BOM TOT ACCT) minus col (BOM PP ACCT) .

Col E: Amount of water in agency's bookover acc~unt: If col B
(BOM TOT ACCT) is less than or equals allocation in PP plus FCP
then col E (BKOVR ACCT) equals zero, otherwise col E (BKOVR
ACCT) equals col B (BOM TOT ACCT) minus col C (BOM PP ACCT)
minus col D (BOM FCP ACCT).

Col F: Amount of space available in agency's account: If col B
(BOM TOT ACCT) is greater than or equals allocation in PP and FCP
then col F (AVAIL SPACE) equals zero otherwise col F (AVAIL
SPACE) equals allocation in PP and FCP minus col B (BOM TOT
ACCT) .

Col G: Bookover charge: If col E (BKOVR ACCT) is greater than
zero then col G (BKOVR CHG) equals col E (8KOVR ACCT) times
0.0083 otherwise col G (8KOVR CHG) equals minus (~ol F (AVAIL
SPACE) divided by total of col F (AVAIL SPACE)) times total of
