<br />, <br />,I <br />! <br /> <br />l04G <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />Conclus ions <br /> <br />The present plan for the Narrows Unit remains basically the same <br />as that authorized and presented in House Document 320, 90th <br />Congress, and the November 1969 Reevaluation Statement, excent for <br />anticipated modifications in railroad and hi~hwav relocations <br />caused by chanr,es in design criteria, environmental considerations, <br />and recommendations of cooperating agencies and concerned <br />enti "ties. <br /> <br />The project can be constructed under the authorizing act in <br />accordance with the plans, expected costs, allocations, and <br />anticipa"ted repayment of project costs. <br /> <br />Based on prices as of October 1972, the cost of constructing the Unit <br />is $89,750,000 as compared to $68,050,000 based on January 1969 <br />prices. The $89,750,000 is the construction cost ceiling established <br />pursuant to Section 6 of the Act of August 28, 1970, Public Law 91-389. <br />The benefits have not been reevaluated; but, considerinr, the increased <br />costs, the benefit-cost ratio is 1.42 to 1 as compared to 1.89 to 1 <br />for total benefits reported in the reevaluation statement of November <br />1969. Thus, the Unit is economically justified and financially <br />feasible. <br /> <br />The Unit would have a very favorable impact on both the social and <br />economic environment of the area. Adverse effects would be limited <br />principally to inundating some of the existing streams and adjacent <br />lands by the reservoir, loss of the natural stream habitat, and the <br />dislocation of people, existing farm operations, and community <br />fad li ties. <br /> <br />Postauthorization studies of the Narrows Unit have advanced to the <br />point where, from the standpoint of fulfilling public needs, main- <br />taining continuity, and avoiding further increased costs, early <br />initiation of construction is desirable. <br /> <br />Recommendations <br /> <br />It is recommended: <br /> <br />1. That this repor"t be approved by the Commissioner of Reclamation <br />and the plan of development for the Narrows Unit, as set forth <br />herein, be constructed and operated pursuant to the authority <br />provided the Secre"tary of Interior by the Congress by its Act <br />of August 28, 1970 (Public Law 91-389). <br /> <br />27 <br />
