<br />C) <br />C:"J <br />"-' <br />.... <br />1._, . <br /> <br />Agenda Item 9d <br />May 24-25, 1999 Board Meeting <br />Page 3 of5 <br /> <br />CD <br />>i-'>> <br /> <br />DEPLETION BASELINE <br /> <br />The depletion baseline has changed at least for Colorado from that <br />identified as the 1991 Environmental Baseline in the Animas-La Plata Biological <br />Opinion, Based on recent CRDSS model runs, Colorado provided the following <br />infonnation update for inclusion in the hydrologic modeling done for the SJRIP. <br />Comparisons of the depletion estimates as the currently stand are shown on the <br />attached table. <br /> <br />The intent is have the applicant identifY the water rights and any historic <br />diversion amounts associated with those rights as part of the initial application in <br />the Section 7 process, The Service would then work with each state to verifY the <br />water rights and historic diversions and arrive at a consensus of how much of the <br />project rights are historic and covered by the program and how much would be <br />considered new water development and charged against the 122,000 AF of <br />allowable new depletions under the program, <br /> <br />Irril!ated Acres <br /> <br />Our baseline irrigated acres are based on the 1993 survey of irrigated acres <br />done by the State of Colorado and the U .S, Bureau of Reclamation.
