A <br />Final Report is submitted under separate cover. These reports provide information and data on <br />reconnaissance-level engineering and hydrology for two conceptual projects: the Joint-Use Reservoir <br />Project snd the Green Mountain Exchange Project. Preliminary hydrologic, geotechnical, engineering <br />design and cost studies have been carried out to define project alternatives based on an <br />approximately uniform level of investigation. The Study has progressed in the following sequence, <br />each concluded with a task memorandum report: <br /> <br />o Initial screening and pre-reconnaissance investigation <br />o Hydrologic, water rights and operational analysis <br />o Reconnaissance-level project designs and cost estimates <br />o Comparative analysis and cost-yield relationships of alternative reservoirs and <br />alternative combinations of water-exchange reservoirs and conveyance system. <br /> <br />Alternative projects have been defined along with water yields and estimated costs. This wili provide <br />consistent, comparative, technical and cost data to serve as a basis to evaluate these alternatives for <br />possible future implementation. <br /> <br />It should be noted that no assessment has been included in the Study of the December 1986 <br />agreement between the Northern Colorado Water Conservancy District and its Municipal Subdistrict, <br />the Colorado River Water Conservation District and the Denver Board of Water Commissioners nor the <br />possible change in operation of the Shoshone Power Plant. <br /> <br />As you are aware, all of the work on this Study has been executed in Colorado. Thomas S. Maddock, <br />the Principal-in-Charge of this contract for Boyle Engineering Corporation; Dan Boyd, Project Manager; <br />Dale Diamond, Technical Director; Young Yoon, Principal Hydrologist; Chen & Associates, <br />Geotechnical Subconsultant; and the entire Denver office staff; have greatly appreciated this <br />opportunity to contribute to the evaluation of two such important projects within the State of Colorado, <br />We also acknowledge the excellent support and guidance we have received from Dan Law, your <br />Project Manager, and the project sponsors; the Colorado River Water Conservation District, <br />represented by Eric Kuhn; and the Denver Water Board, represented by Bob Fischer; the Exchange <br />Team Advisory Committee; and the Board of Directors of the Authority.
