Evaporation <br />losses are to be borne on a pro-rata basis by all accounts in the reservoir. Transit <br />losses are calculated based on river conditions between John Martin Reservoir <br />and the intended point of diversion and are to be borne by the reservoir release. <br />A special Kansas transit loss account is created to insure delivery of requested <br />amounts at the Colorado-Kansas state line. <br /> <br />The overall effect of the John Martin Reservoir Operating Agreement has <br />been to benefit water users both upstream and downstream of John Martin <br />Reservoir. Under certain conditions, District 67 ditches may still call on upstream <br />junior rights while maintaining storage in John Martin Reservoir. Water users <br />are no longer required to race to claim their share of the pool in early April; <br />instead, they are able to save water in an account until later in the season, and <br />thus make a more efficient use of that water. <br /> <br />-5- <br />
