Factors

Return Flow Factors are monthly percentages which are applied to diversion
volumes in order to calculate monthly return flow obligations. For the Keesee
Ditch accounting, three types of Return Flow Factors have been identified:

1. Short-term Returns
2. Long-term (residual) Returns
3. Winter Season Returns

Short-term return flows are a function of current year operations. Long-term
or residual returns result from operations during all previous years. Winter Season
Returns are .treated separately due to the administration of John Martin Reservoir
during the winter season.

Short-term Return Flow Factors are calculated based on monthly responses
to a unit impact on the stream/aquifer system. This calculation was made using
the SDF method as described in Volume 1 of this report. For a unit irrigation
!e~Ul'n_ occurring during Month 1, the following monthly responses (accretions)
at the river were calculated: \ .
