Natural flows in these streams currently recharge the acquifers . <br /> <br />in the downstre8lll areas of the basins, where center-pivot irrigation systems <br /> <br />are used. It is assumed that the effluent would augment this national sys:t~. <br /> <br />NARROWS RESERVOIR <br /> <br />The authorized Narrows Reservoir ProJect, which would be located on the <br /> <br />South Platte River upstream frOll1 Fort Morgan, Colorado, is a water reuse <br /> <br /> <br />proJect. The Narrows Reservoir ProJect is designed to capture flows before <br /> <br />they enter Nebraska and reuse the water for irrigating areas along the lower <br /> <br />South Platte River in Colorado. The proJect could reduce the flows entering <br /> <br />Nebraska to:nearly the amounts specified in the South Platte River Compact <br /> <br />between Colorado and Nebraska. The vater captured by the Narrows ProJect wil~ <br /> <br />have undergone successive uses prior to reaching the reservoir site. <br /> <br />CONSTRAINTS <br /> <br />FEDERAL POLiCIES <br /> <br />The Envilionmental Policy Act of 1969 and the policies of federal agencies <br /> <br />'I <br /> <br />will produce both beneficial and adverse effects on opportunities for <br />developing lI(ater reuse systems in the South Platte River basin. The Act <br /> <br />caused more difficulties in the development of large-scale federal water <br /> <br />resources p~oJects. The federal role in water resources has lessened, and the <br /> <br /> <br />state role a'ppears to be becoming more important. As the federal role contin- <br /> <br /> <br />ues to decline, the states will likely rely on better management of available. <br /> <br />resources aso II; Means of providing future water needs. Reuse of existing water <br /> <br />will likely rise in the hierarChy of available water management options. <br /> <br />Federal agency policies will have II; maJor impact on the basin's water <br /> <br />resources. The Fish and Wildlife Service has proposed minimum stream flows <br /> <br />for the preservation and enhancement of fish and wildlife r~sources. The <br /> <br />Bureau of Outdoor Recreation has also proposed minimum flows on many Colorado <br /> <br />l3 <br /> <br />
