<br />The Act authorizes the use of wells as alternate points of diversion of <br /> <br /> <br />fe'''!l, <br /> <br />surface waters. It states that in authorizing alternate points of diversion. <br /> <br />the widest possible discretion to permit the use of wells shall prevail. The <br /> <br />withdrawal of water which will lower the water table is permitted, but not to <br /> <br />such a degr$e as to inJure senior appropriators. <br /> <br /> <br />"Right to reuse of imported water -- whenever an appropriator has hereto- <br /> <br />, <br />;:~ <br /> <br />fore, or he.-eafter lawfully introduced foreign water into a stream system frdll <br /> <br />an unconnec'\;ed stream system, such an appropriator may make successive uses <br /> <br />of such water by 0 exChange or otherwise to the extent that its volume can be <br /> <br />distinguish~ from the volume of the streams into which it is introduced. <br /> <br />Wothing in this section shall be construed to impair or dimiuish any water <br />right which has become vested."(l4) <br /> <br />CURRENT COQIDERATIONS <br /> <br />The Nati~nal Water Commission, in its report to the President entitled <br /> <br />~; <br />,~ <br />~, <br />,'} <br />l <br />'1 <br /> <br />"Water Policies for the Future", made many recommendations which have a <br /> <br />bearing on Water in Colorado (4). Pertinent recommendations are as follows: <br /> <br />;~ <br /> <br />State, should recognize the interrelationship between surface and <br /> <br />ground watel! supplies; <br /> <br />Where 'surface and ground waters are interrelated. maximum use of the <br /> <br />combined re~ource should be made; <br /> <br />Statelll should introduce conJunctive management of surface water, <br /> <br />J <br />, <br /> <br />including iDjported water and ground water. <br /> <br />~. <br /> <br />Where ~ter is a scarce resource, states should investigate the legal <br /> <br />, <br />'<! <br /> <br />and institutional feasibility of imposing withdrawal charges on self-supplier. <br /> <br />~ <br /> <br />improving e:tficiency in the use of water; <br /> <br />t <br />\i, <br />A: <br />~. <br />;'f <br /> <br />of water diverting from surface and ground water sources as a means of <br /> <br />9 <br /> <br /> <br />j <br />1 <br />;., <br />
