<br />Operation Plan - Under Alternative A, there would be no change in the operation of the reservoir.
<br />Fish Creek Reservoir, as it is currently operated, fills to capacity during the spring snowmelt runoff
<br />period with water from the Upper Middle Fork ofFish Creek and Granite Creek by the end of May
<br />or beginning of June. When the reservoir reaches capacity, there is flow through the spillway into
<br />the Puppy Dog Lake drainage. As described in Section 3.3, Water Resources, there has been
<br />considerable erosional damage from flows released through the spillway exceeding the carrying
<br />capacity of this smaller drainage basin. In July, the outlet works at the main dam are manually
<br />adjusted and flows are released to the Middle Fork of Fish Creek. Downstream of the confluence
<br />of the Middle Fork of Fish Creek with the Puppy Dog Lake drainage, the channel condition returns
<br />to normal within approximately 0.25 miles. Under Alternative A, this erosional process would
<br />cOntinue, unless corrective action is taken by the Forest Service.

<br />Water Ril!:hts . There would be no change in the administration of water rights in the Fish Creek
<br />drainage basin under Alternative A. Eventually, however, the City would lose its 2,000 AF
<br />conditional water storage right.
<br />
<br />Water Demand/Reservoir Storage Requirements - Under the No Action Alternative, a total
<br />reservoir storage capacity of 2,238 AF would be available to the City, as shown in Table 4-2,
<br />Summary of Reservoir Capacities and Projected Reservoir Storage Needs. Future water demands,
<br />however, would exceed available water supply. The City would have enough water to meet their
<br />20-year demands, but insufficient storage to meet their long-term 40-year demand projections. Mt.
<br />Werner presently has no storage water rights and cannot meet present water demands. Mt. Werner
<br />would have to develop additional water supplies to meet present and future water demands and/or
<br />implement water restrictions and conservation methods. Under Alternative A, Mt. Werner would
<br />have to develop, at a minimum, 376 AF/year of additional supply to meet 20-year projections and
<br />1,556 AF/year to meet 40-year projections. H the two entities (the City and Mt. Werner)
<br />consolidate, at least 1,926 AF/year (4,164 AF demand-2,238 AF storage) of additional water supply
<br />would have to be developed to meet 40-year projections.
