<br />Features that would not meet the "modification" VQO under Alternative B include the spillway and
<br />saddle dams as viewed from Puppy Dog Lake, the main dam and outlet control building when
<br />viewed in the foreground, the access roads, and the reservoir drawdowns. Only 1he latter two,
<br />however, would be visible from sensitive locations. Features that would not meet the "partial
<br />retention" VQO for the FDR 310 corridor would be the boat ramp, parking lot and the power
<br />cubicles along FDR 310, all of which would be in areas of high sensitivity. Although Campground
<br />Relocation Site 1 meets the VQO, full use of the campground would lessen the area's uncrowded,
<br />relatively pristine atmosphere, as would any future campground expansion. The Forest Service,
<br />however, would require mitigation such that visual quality objectives would be met (see Section
<br />4.11.6).

<br />Most of the Alternative C impacts would be similar to those for Alternative B, but in some cases
<br />less extensive. Exceptions would be the borrow areas, reservoir drawdowns, and flow in Fish Creek
<br />below the intake to the water filtration plant which would have greater impactS with Alternative
<br />C.
<br />
<br />4.11.4 Connected Actions
<br />
<br />Forest Service plans to improve access and recreational facilities in the Buffalo Pass area, as described
<br />in Section 3.9, would result in more visitors to the reservoir, which would lessen the relatively
<br />pristine, uncrowded atmosphere of the reservoir.
<br />
<br />4.11.5 Cumulative Impacts
<br />
<br />The number of visitors to the reservoir has increased with time, as access has improved, and would
<br />continue to increase as the Forest Service further improves access and facilities and as the expanded
<br />campground is constructed as part of the proposed projea. The increasing number of visitors alters
<br />the visual appearance of the area due both to the presence of more people, as well as more signs of
<br />human use, such as trails, liner, dispersed campsites, and disturbed vegetation.

<br />4.11.6 Mitigation Measures
<br />
<br />The following mitigation measures would reduce the adverse effects of the proposed project on visual
<br />resources. In general, their purpose is to increase the compatibility of the project features with the
<br />Forest Service visual quality objectives. Where possible, mitigation would be required by the Forest
<br />Service to meet visual quality objectives.
<br />
<br />. Buildings: All final siting and design would be approved by the Forest Service.
<br />The outlet control building should be a neutral, non-reflective color. A medium
<br />olive color, or natural wood, would enable the structure to blend in with the
<br />background trees as seen from the campground and FDR 310. Vertical siding
<br />would be more consistent with the vertical nature of the background trees than
<br />horizontal siding. Although rock facing should help the structure blend in with
<br />the dam, the use of painted wood siding would be more effective in blending the
<br />structure into the background, as viewed from the campground and FDR 310. The
<br />existing maintenance structure would be removed from the site. A new structure
<br />would be relocated to an area that is not visible from FDR 310 or the proposed
<br />campground. The campground's composting toilet should also have vertical wood
<br />siding, painted a neutral, medium-value color.
