The Borrow Area A-I <br />option would affect approximately 12.30 acres of wetlands under Alternative B and 6.60 acres of <br />wetlands under Alternative C. This acreage is already included in the area to be inundated by <br />reservoir expansion under these alternatives (see Sections 4.5.2.2 and 4.5.2.3). This would result in <br />a net impact to wetlands of 0 acres. No wetlands would be impacted by Options A-2 and B since <br />both of these areas consist entirely of uplands. <br /> <br />4.5.2.5 Cempground Relocetion Site Options <br /> <br />No wetlands would be affected as a result of the construction of the Campground Relocation Sites <br />1 or 2. <br /> <br />4.5.2.6 Roed Corridor Options <br /> <br />Three road corridor options have been identified for this project. Road construction would result <br />in the filling of various wetland acreages, depending upon the option, .to create the required roadbed <br />to achieve transportation objectives. The wetland acreage to be impacted by Road Corridor Options <br />1, 2, and 3 are 0.04, 0.37, and 0.48 acres, respectively. The acreage to be filled during construction <br />under the option eventually selected would be included in the acreage to be mitigated for under the <br />proposed wetland mitigation plan. Assuming wetland mitigation is successful, there would be no <br />net loss of wetlands as a result of this project. <br /> <br />4.5.3 Cumulative Impacts <br /> <br />No wetland cumulative impacts have been identified. <br /> <br />4.5.4 Mitigation and Enhancements Summary <br /> <br />The Applicants have submitted a wetland mitigation plan (!ME, 1992) to compensate for the <br />wetlands to be lost as a result of project activities. It is proposed that "on-site, in kind" wetland <br />creation activities serve as the basis of mitigation with off-site wetlands purchase/preservation a <br />potential alternative mitigation procedure. Further evaluation of off-site mitigation will take place <br />with the Forest Service, USFWS, and the COE. Wetlands would be created by modifying and <br />revegetating existing upland sites at a ratio of 1.50 acres of created wetlands to 1.00 acres of wetlands <br />disturbed by inundation or filling. Wetlands to be created would parallel, when possible, the types <br />of wetlands to be affected by project activities. "In kind" wetland mitigation would be based on the <br />use of Corps of Engineer's accepted evaluation procedures. A total of approximately 42 acres have <br />been identified as potential mitigation sites. These sites are, for the most part, located near or <br />adjacent to existing wetlands lending credence to the theory that hydrologic conditions exist or can <br />be modified to support an upland-wetland conversion program. The revegetation techniques <br />included in the mitigation proposal, including salvage and reapplication (at wetland mitigation sites) <br />of wetland soils to be inundated or filled, reflect a potentially and technically successful approach <br />to wetland mitigation.
