<br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />Ten years ago, the late Steve Reynolds described a different proposal to end-run the Law <br />of the River as "illegal, immoral, and dangerous to the current comity among the states." The <br />current proposal to bypass the Glen Canyon Dam powerplant is illegal, unwise, and very <br />definitely dangerous to the comity among the Colorado River Basin States and the federal <br />government. Reclamation should not proceed with the proposed release in 1995. Instead, it <br />should work cooperatively with the Basin States to find alternatives which meet scientific needs <br />without violating the Law of the River or jeopardizing endangered species -- an approach which <br />Reclamation has so far failed to even try. <br /> <br />Colorado is willing to consider any proposal that protects her ability to develop her <br />Compact allocation and does not compromise the Law of the River. Reclamation should re-think <br />this proposal, and stop pushing Colorado and other Basin States towards a divisive and <br />unnecessary legal showdown. <br /> <br />-cA <br /> <br /> <br />Daries C.
