These alternotivcs incl\lde i.ncTr8sing the <br />su~~ly of water through increaRing the numhcr of wells And amount <br />of water obtained from groundwater sources, increasing the supply <br />of water by piping it from existing reservoirs, and probably the <br />most important is the construction of reservoirs within the area. <br />Already several sites have been considered within Jasper and Newton <br />Counties, namely on Center Creek and Shoal Creek, with Prosperity <br />Reservoir considered the frontrunning choice follow~rl hy Granby <br />for a second possible reservoir. These two suggested reservoirs <br />could provide the urban growth area of Jasper and Newton Counties <br />with the short- and medium-range projected water needs. Urban <br />demands in the urban growth area may require construction of addi- <br />tional reservoirs to fulfill long-range water needs. <br /> <br />Missouri uses the Riparisn Rights, as modified by Reasonable <br />Use and natural flow as the basis for ground and surfsce water <br />administration. To protect shallow and deep formations, the state <br />requires high yeild or public wells to be cased. Private (residential) wells <br />are to be cased to a depth of at least 80 feet with schedule 40 plastic <br />pipe or equiva knt. Rock wells producing over 30 g.p.m. must be <br />constructed to state standards which includes casing with a mini- <br />mum of 19# per foot steel pipe or equivalent to a depth determined <br />for each well by the Division of Geology and Land Survey within <br />the Department of Natural Resources. <br /> <br />State law requires water supply facility plans and designs <br />to be approved before construction by the Department of Natural <br />Resources. <br /> <br />Application of Public Law 92-500 -- the Federal Water Quality <br />Act Amendment of 1972 and the Missouri Clean Water Law of 1972, <br />seek to reduce, if not eliminate, effluent discharges which cause <br />water to be less than suitable for swimming and fish habitat. <br /> <br />Neither of the two counties in the Joplin problem area have <br />county wide planning and' zoning. Planning and zoning is provided <br />for In state law but 1s not mandatory. J&sper County voters 11ave <br />disapproved county wide planning and zoning. <br /> <br />Problem Effects Information: <br /> <br />Wi th the existing and addi tional needs for fresh water, and <br />the shortage of impoundments, there will,be increased usage of <br />the groundwater in this area which may c~use shallow wells to go <br />dry thereby requiring deeper and more costly wells. At present, <br />wells can be drilled in many parts of the area that will produce <br />water which meets U. S. Public Health Standards without treatment. <br />However, increased population pressures and agri-business activi- <br />ties and improper casing of wells threaten to cause widespread <br />contamination of groundwater and at the same time develop cones <br />of depression because of increased pumping. <br /> <br />101 <br />
