<br />Problem Area 2, ASA 1103. The Problem Area is within the
<br />boundary of ASA 1103 which includes Alfalfa, Harper, Garfield,
<br />Grant, Kay, Kingfisher, Logan, Major, Payne, Noble and Woods
<br />counties. There are 6,593,920 acres in ASA 1103 with n drainage
<br />area encompassing 9,594 square miles. Major cities consist of
<br />Enid with a population of 49,986, Stillwater with 31,126 and
<br />Ponca City with 25,940. 'Elevation ranges from 1,100 feet above
<br />mean seal level in Grant County to 850 feet in Lincoln County.
<br />Rainfall fluctuates between 21" to 34" annually, with snowfall
<br />amounting to 9" to 16". Annual runoff varies from 1" to 5" in
<br />ASA 1103 with mean temperatures ranging from 470 in January
<br />to 950 in July. The length of the annual growing season is
<br />between 198-222 days. Total population in ASA 1103 is 249,400,
<br />of which all is allocated to non-SMSA popclation. Total number
<br />employed is 94,800. Total earnings amount to $663,393,000 with
<br />a per c.apita income of $3,958 sccording to state reports.

<br />Major groundwater aquifers consi.t of the Ogallala, Vamos.a,
<br />Garber Sandstone and Wellington Formation and Alluvium and Terrace
<br />deposit.. Mined minerals include salt, gypsum, lime.tone and
<br />dolomite. Industrial activities in~lude 24 gasoline plants,
<br />4 refineries, 2 petrochemical plants. Industrisl growth hag been
<br />limited due to a lack of high quality water and natural resources
<br />and a vast amount of agricultural production.

<br />Agricultural earning. generated in 1967 dollar. totaled
<br />$38,477,000. A total of 6,181,000 acres of land were under culti-
<br />vation for agricultural production. A total of 54,000 irrigated
<br />acres were under cultivation in 1975. The number of groundwater
<br />wells that have developed in the western tip of ASA 1103 in the
<br />Ogallala formation in recent yeara i. not significant. Therefore
<br />,the water levels have not declined as noticeably as in Cimarron,
<br />Texas and Beaver counties of ASA 1105.
<br />
<br />Developed surface water resources within 1103 include the
<br />Great Salt Plains Reservoir and the recently completed Kaw Reser-
<br />voir. The Cimarron River, Salt Fork of the Arkansa~ River and
<br />the main stem of the Arkansas River stretch through ~~A 1103.
<br />Parks within ASA 1103 boundaries include the Great Salt Plains,
<br />Glass Mountains, Alabaster Caverns, Little Sahara Desert and
<br />many other public recreational areas. Landmarks include the
<br />Pioneer Woman Statue and Museum, Cherokee Strip Museum, Pawnee
<br />Bill Museum, Cimarron Cowboy Monument, Sod House near Aline,
<br />Seay Mansion and Chisholm Trail Museum along with a multitude
<br />of Indian cultures. Institutes of higher education include
<br />Oklahoma State, Langston, and Phillips Universities, North-
<br />western State College and Northern Oklahoma Junior College.
