The flo~ regine under discussion was fo~ the <br />non-irrigation season, October through April. It was agreed tha~ <br />a minimum release of 5 cfs. should be maintained during this <br />period. The 5 cfs. fits well within the range of historical low <br />flows in the winter period; they have ranged above and below that <br />number to as low as 2 or 3 cfs. The 5 cfs. is also the histor- <br />ical operational status quo informally follm.;ed by the Bureau, <br />and the continued maintenance of that level ;!Ould mean there <br />'-'Hill 1 d be nc cpe~3.ti--GBal chang"e. <br /> <br />The ~"cfs, _bypass hc~ever results in a diyect reduc~icn of <br />yield to the project in all years except when the reservoir would <br />otherwise spill or w~en releases are ottG~~ise ordc~ed :cr ~locd <br />control purposes. The value of the bypassed water is esti~ated <br />as shown on the attached calculation sheet, originally prepared <br />by your staff. The resultant value is $100,000. Therefore, we <br />have agreed upon a $50,000 reduction from the existing contract <br />price of $500,000. <br /> <br />Also enclosed is a draft of legislation which reflects this <br />understanding and a lump-sum paynent price 9f $450,000.
