S. Congress which <br />authorized Prosperity Reservoir on Center Creek as part of the <br />total basin plan. The Prosperity Lake Plan has 19,000 acre-feet <br />of storage allocated to water supply which will yield 27 m.g.d. <br />and 42,000 acre-feet of storage allocated for flood control to <br />help reduce flood water damages. The project plan also considers <br />erosion, sedimentation, fish and wildlife, and recreation. De- <br />tails on socio-economic, hydrologic and related factors are in- <br />cluded in t~e report and Environmental Impact Statement. <br /> <br />Joplin 208 designated area is part of <br />in P. L. 92-500. This study is underway. <br />the Joplin, Carthage, and Neosho area with <br />major highways. <br /> <br />the planning required <br />The area covered is <br />extensions around the <br /> <br />Allor parts of five P. L. 566 U.S.D.A. watershed projects <br />are in the problem area. Lost Creek Watershed is under construc- <br />tion. This is a companion project with the Corps of Engineers <br />project at Seneca, Missouri. Hickory Creek, Indian Creek, White <br />Oak, and Salt Creek-Garden of Eden Watershed projects are active <br />with approved applicatio~s on file. <br /> <br />Interrelationships, Complexity, and Urgency: <br /> <br />The Spring River Report, prepared by the Corps of Engineers, <br />considers flood damage reduction, water supply, erosion, sedimenta- <br />tion, fish and wildlife, and recreation and how to meet most needs <br />through structural methods; the 208 study places emphasis on non- <br />structural methods for water quality management. <br /> <br />The Seneca, Missouri Flood Damage Reduction Plan is a combina- <br />tion plan between the U. S. Department of Agriculture - Soil Con- <br />servation Service and the Corps of Engineers. Planning has prog- <br />ressed sufficiently to where costs to the city have been determined. <br />Financing of the local cost share has not been worked out, nor will <br />the channel work, within the city, proceed until the upstream water- <br />shed project work is farther advanced. <br /> <br />If ongoing studies are not completed and acceptable recommenda- <br />tions made which will solve the problems previously described, the <br />problems will become more severe. If the pollution problem is not <br />solved, the increased projected population will generate additional <br />discharges which will cause more miles of stream to be polluted and <br />existing polluted areas to be more severely polluted. If surface <br />water supplies, for municipal, industrial, and irrigation needs, <br />are not developed, greater demands will be placed on the groundwater <br />resources which are exhaustible. If flood flows are not reduced <br />and satisfactory land use measures followed, flood damages will <br />probably continue to increase. <br /> <br />122 <br />
