<br />ONFARM SALINITY CONTROL INVESTIGATIONS <br /> <br />FOR <br /> <br />THE GRAND VALLEY AREA <br />State of Colorado <br /> <br />I NTRODUCTI ON <br /> <br />The Colorado,River Salinity Control Act (Public Law 93-320) authorizes <br />the U.S. Department of Agriculture in cooperation with the Department <br />of the Interior to develop a unified sal inity control plan for the <br />Grand Valley Salinity ContpoL Unit. It authorizes USDA to cooperate in <br />the Colorado River Basin Salinity Control Project and directs USDA to <br />cooperate in the planning and implementation of onfarm system measures <br />in the upstream areas of the Colorado River Basin. <br /> <br />On November 16, 1973 the Colorado Water Conservation Board requested <br />the assistance of the Soil Conservation Service, under authority of <br />Section 6 of Public Law 566, to make feasibility studies of possible <br />improvements of on-farm irrigation systems and determination of poten- <br />tial for reducing salt loading from natural diffuse sources for the <br />purpose of reducing salinity return flows to the_ Colorado River. <br /> <br />The Memorandum of Understanding between the Department of the Interior <br />and the Department of Agriculture was made effective November 27, 1974 <br />was entered into under the authority of the Interdepartmental Work <br />Service Act of March 4, 1915 (38 Stat. 1084), as amended, the Economy <br />Act of June 30, 1932 (31 U.S~C. Sec. 686), and the Colorado River Basin <br />Salinity (ontrol Act of June 24, 1974 (88 Stat. 266). Also, an agree- <br />ment is being developed between the Bureau of Reclamation and the Soil <br />Conservation Service under Title II of the Colorado River Sal inity <br />Control Act. <br /> <br />This ,investigation will be organized and carried out using information <br />developed by ongoing programs, research, and demonstrations of the <br />Bureau of Reclamation, Environmental Protection Agency, Agriculture <br />Research Service, Colorado State University, and the Colorado Water <br />Conservation Board. An onfarm implementation program will be deve- <br />loped using the results of this salinity investigation. <br /> <br />\U~~ <br /> <br />I <br />
