co
......
(.'J
..-4

c.)

ONFARM PROGRAM FOR SALINITY CONTROL
GRAND VALLEY SALINITY STUDY

Level of Funding - The level .of funding both public and private is a criti-

ca1 element affecting the implementation of werks of improvement. Although

the Colorade River Basin Salinity Centrol Act (P. L. 93-:320) does not specify

a period of time for completion of the Grand Valley Unit, it is recommended

that implementation be completed within ten years. In order to achieve that

goal a level .of federal funding must be authorized such that each land owner

will have the financial capability to meet the remaining level of funding

required throughout the ten-year period.

Using the selected plan for illustration with the federal cost share ranging

from 80 to 50 percent and assuming a ten-year installation period federal

funding would range between $3,987,500 to $2,808,500 annually. These esti-

mates include $843,500 annually for accelerated technical assistance. The

annual funding by farm operators ranges between $1,053,000 to $2,232,000

including an estimated average of $267,0090 annually for maintenance of the

improvement s.

It is recommended that federal funds pay 75 percent of the implementation

cost which establishes annual levels of funding shown in Table 25.

Revised November 1979

65
