By Connie Young
Colorado Division of Wildlife
Both houses of Congress have
endorsed proJXlsals to give a boost of
$200,000 or more to the Recovery
Program for Endangered Fish of lhe
Upper Colorado River Basin, The
U,S, Senate and House of
Representatives proJXlsed lhe budget
increase far the U,S, Fish and Wildlife
Service in lheir versions of lhe 1992
Appropiiations Bill.
The additional funding was includ-
ed after key members of Congress in
the West, Republicans and Democrats
alike, signed letlers requesting the
funding, The dual purpose af the
Recovery Program - recovering
endangered fish and developing water
resources - is probabl y !he key factor

in the program's broad, bi-partisan
political suppan, said Recovery
Program Director John Hamill,
"nus program is seen as good not
only for lhe envirornnent but also for
water development," Hamill said,
'''The fact lhat people at opposite ends
of lhe political spectnun signed lhese
letters is remarkable,"
Every U,S, senator in Colarado.
were: Tim Wirth (D-Colo,), Hank
Brown (R-Colo,), Orrin Hatch (R-
Utah), Jake Gam (R-Utab), Malcolm
Wallop (R-Wyo,) and Alan Simpson
(R- Wyo,), A similar letter also was
signed by eight U,S, representatives:
Dan Schaefer (R-Colo,), Pat
Schroeder (D-Colo,), David Skaggs
(D-Colo,), Ben Nighlhorse Campbell

2

(D-Colo,), Wayne Allard (R-Colo,),
James Hansen (R-Utah), Wayne
Owens (D-Utah) and William Orton
(D-Utah),

"The states. the Bureau of
Reclamation and water users are com-
mitted to the Recovery Program sa
that additional development of our
water resources can be accomplished
consistent with the Endangered
Species Act," Nighthorse Campbell
said.

The letters were signed at the
request of water developers, state
agencies and environmental groups, In
lhe letters. lhe Recovery Program is
called "a model for the nation in the
resolution of conflict between devel-
opment activities and preservation and
recovery of endangered species,"
