<br />05&'.1 <br /> <br />Installation and Financinq <br /> <br />Implementation of planned on-farm land treatment measures will be <br />through individual long term contracts (LTC). <br /> <br />Framework for Carrvinq Out Plan <br /> <br />The project installation period is fifteen years. Long Term Contracts <br />(LTC) development will be accomplished during the first five years. <br />Installation of practices will begin the first year and continue <br />through year thirteen. Peak years for installation of practices <br />(construction) will be the second through the eighth year. <br />Participation in the project is voluntary. Landowners or entities <br />wishing to participate must submit an application to enter into a <br />contract with the NRCS. The application must contain a legal <br />description of the property to be considered for the contract. A copy <br />of an affidavit which indicates the individual or entity has control <br />over the land which would be involved in the contract. If a lease is <br />used, it should indicate the terms and length. The Soil Conservation <br />Districts and the NRCS will determine the eligibility of an individual <br />or entity to enter into a contract. They will also review the <br />applications and set priorities for approval based on the concerns of <br />the sponsors. <br /> <br />Planned Sequence of Installation <br /> <br />Assistance for planning, design, construction layout, and maintenance <br />of practices will be provided by NRCS. The treatment expenditures for <br />the project are those anticipated for installation, technical <br />assistance, and administration of land treatment contracts. The NRCS <br />will assist the SCDs with the educational component of the technical <br />assistance. <br /> <br />Costs associated with installation of practices will be borne in part <br />by the NRCS. NRCS funds for technical and financial assistance will be <br />contingent upon and obtained from an appropriation from the Watershed <br />Protection and Flood Prevention Act (PL-566). Table E displays the <br />planned sequence of obligating funds for the project and the <br />installation schedule. <br /> <br />Responsibilities <br /> <br />The Bent Soil Conservation District, the Prowers Soil Conservation <br />District, The Fort Lyon Canal Company and the Colorado State Soil <br />Conservation Board are the sponsors for the small watershed program <br />(PL83-566) Land Treatment Watershed. The SCDs will coordinate <br />activities. <br /> <br />During the first years of the project the educational component of the <br />"Technical Assistance" will be implemented. Workshops are the chosen <br />method of implementation.
