<br />receive more water with the high assurance strategy in both the dry <br />and mean hydrology scenarios when compared to the base case. When the <br />deliveries are compared in the wettest scenarios, however, the <br />alternative strategy deliveries are less than base case deliveries--a <br />result of scheduling Category I releases in advance so they can be <br />more fully used by CAP and MWO. <br /> <br />The total system storage is also particularly sensitive to the <br />hydrology, In all but the wettest years, total system storage will be <br />decreased by using a high assurance level operating strategy. It should <br />be remembered, however, that this decrease is due to the nature of the <br />alternative strategies which require higher anticipatory releases. <br />Even under these alternative strategies, sufficient storage exists to <br />meet all Upper and Lower Basin water needs during the 15-year study <br />period. Since this study investigates only alternative strategies <br />dealing with water surplus to the system, no attempt was made to analyze <br />the effects of drought conditions that might arise subsequently. <br /> <br />The summary plots (chapter 5 of the main report) should be used to <br />assess general impacts and to make general comparisons, while the <br />complete set of plots in the main report (Appendix A) should be used <br />for detailed evaluation on a year-by-year basis. <br /> <br />There has been no attempt in this study to evaluate economic parameters <br />or legal aspects associated with the alternative operating strategies. <br />Neither has there been any attempt to identify a "best" strategy. The <br />results are useful for comparing the beneficial changes of some opera- <br />tional parameters against the detrimental changes in other parameters. <br />The scope and magnitude of these changes vary according to the alter- <br />native selected. <br /> <br />The study shows, from a technical viewpoint, that alternative strategies <br />do exist for operating the Colorado River reservoir system that would <br />provide greater benefits in some parameters with only minimal risks to <br />others. . <br /> <br />13 <br />
