VI. How is this study contributing to recovery?

Program management funds are not used to support a specific study or project. These
funds are used to insure sound management and supervision of Recovery
Implementation Program studies funded or conducted by the Bureau of Reclamation,
Funds reserved for Program Management are allocated to administer funding
agreements and participate and serve on the various technical committees,
Management funds are vital to insuring that Reclamation's contributions to the
program are properly administered and that funds are transferred to the Program
participants in a timely and efficient manner, These activities are not direct recovery
oriented actions but are essential for administration of programs to achieve Recovery
Program goals,

vn. FY 93 Tasks and Deliverables:

A. Administration of six cooperative agreements, These included agreements
with the States of Colorado and Utah, the Larval Fish Laboratory (Colorado
State University), University of California (UCLA), Arizona State University
(ASU) and Eastern Washington University.
B, Administration of two interagency acquisitions, These included agreements
with Region 2 and Region 6 of the U.S. Fish and Wildlife Service,
C. Administration of the Gila taxonomy contract. Including subcontracts with
Brigham Young University (BYU), University of Texas and Genetic Analyses
Inc, .
D, Participation and support of the Biology Committee and its four technical
subcommittees, the Water Acquisition Committee, and Infonnation and
. Education Committee,
E, Support of various work groups including Flaming Gorge, Aspinall,
Chemoreception, Capital Improvements and Yampa Technical Steering Group.
F, Developed Memorandum of Understanding for the Yampa River Feasibility
Study with Fish and Wildlife Service, Colorado River Water District and State
of Colorado

VIll. Accomplishments/Initial Findings and Shortcomings:

Reclamation representatives served on all Program committees. Major committee and
work group assignments were accomplished, Agreements and contracts for which
Reclamation had funding authority were successfully executed with the exception of
BYU, The BYU contract involving mtDNA analyses for the Gila Taxonomy contract
was terminated after the death of the principal investigator and the subsequent
detennination by BYU that it could not complete the contract, A new contract and
agreement for the Gila Taxonomy rntDNA work is currently being negotiated and
should be finalized in 1993. Reclamation will be contributing an additional $100,000
in FY 94 funds towards completion of the mtDNA study. Two cooperative
agreements (ASU & UCLA) dealing with razorback sucker genetics are near
completion, Final reports will be delivered as specified under these agreements in
