<br />B. Objectives: <br /> <br />1. Organize a panel of experts to evaluate and critique <br />methods, data, and interpretations produced throughout the <br />study. <br /> <br />2. Review and summarize management and policy issues with <br />regard to flow recommendations for the endangered'fishes. <br /> <br />3. Review and critique past and ongoing efforts to quantify <br />flow needs of the fishes. <br /> <br />4. Write a synthesis of the state-of-the-art techniques for <br />determination of flow criteria within river segments that <br />are critical to the recovery of the fishes, including an <br />action plan if current recommendations are deemed <br />inadequate, indefensible and/or impractical. <br /> <br />5. Write a final report of all findings of the study. <br /> <br />VII. How is the study contributing to recovery? Are the study goals and <br />objectives being met?: <br /> <br />There are two major ways in which this effort is contributing <br />towards recovery. First, the critical review and evaluation of flow <br />recommendations by an objective and qualified panel of scientists <br />should alleviate some of the "uncertainty" discomfort experienced by <br />recovery program participants, thereby overcoming some resistance to <br />acquisition of flows for species' recovery. Second, the <br />recommendations presented by the Senior Scientist should help <br />Program researchers do a better jOb of refining flow needs for <br />recovery. Some recovery program participants believe that the <br />project did not achieve the intended goals and objectives; other <br />participants believe that it did. The Instream Flow Subcommittee <br />and the Biology Committee approved recommendations contained in the <br />fi na 1 report. <br /> <br />VIII. FY 93 Tasks and Oeliverables: <br /> <br />1, Organize expert panel. <br /> <br />2. Review and summarize management issues. <br /> <br />3. Review and critique methods, models, biophysical data and <br />information, and scientific literature used to develop flow <br />recommendations. <br />
