"There, are listed below the specific recoIiIrnenda- <br />tions of the work group as to the principles on which full agreement <br />was not reached at the initial meeting on Dece~er 7, 1950. <br /> <br />"1. Price levels <br /> <br />"It is recODllIlended that the initial plan of improvement for <br />the Arkansas-White-Red report continue to be developed on the' basis 'of <br />1949 average calendar year prices. It is also recommended that the sub- <br />ject of price levels be given continued stUdy with a view to recommend- <br />ing mutually acceptable adjustments. ata later date. <br /> <br />'. "2. It is also recom- <br />mended that detailed application of secondarY 'benefit evaluation should <br />be developed as an item in the report on application of principles to <br />be made to the Arkansas-White-RedBasins Inter-Agency Committee on <br />December 31, 1951. The principles on primary and secondary benefits <br />cannot be fully resolved until further study is made by the' work group <br />on what constitutes ,associated costs. <br /> <br />"3. Recreation and fish and wildlife benefits <br /> <br />"It is reCOlllllended that uniform information indicative of <br />recreation and fish and wildlife benefits (both positive and negative) <br />be compiled by the appropriate agencies on a quantitative basis (in- <br />cluding monetary evaluations) insofar as possible. supplemented by <br />qualitative information and appraisals. No conclusions have been <br />reached to date by the Benefits and Costs Work Group as to the spe- <br />cific application of such information, both quantitative and qualita- <br />tive, in connection with benefit-cost analyses and cost allocations <br />and reimbursement. Recommendations concerning application of this <br />information will be made to the Committee in a subsequent report." <br /> <br />2 <br />
