"There, are listed below the specific recoIiIrnenda- tions of the work group as to the principles on which full agreement was not reached at the initial meeting on Dece~er 7, 1950. "1. Price levels "It is recODllIlended that the initial plan of improvement for the Arkansas-White-Red report continue to be developed on the' basis 'of 1949 average calendar year prices. It is also recommended that the sub- ject of price levels be given continued stUdy with a view to recommend- ing mutually acceptable adjustments. ata later date. '. "2. It is also recom- mended that detailed application of secondarY 'benefit evaluation should be developed as an item in the report on application of principles to be made to the Arkansas-White-RedBasins Inter-Agency Committee on December 31, 1951. The principles on primary and secondary benefits cannot be fully resolved until further study is made by the' work group on what constitutes ,associated costs. "3. Recreation and fish and wildlife benefits "It is reCOlllllended that uniform information indicative of recreation and fish and wildlife benefits (both positive and negative) be compiled by the appropriate agencies on a quantitative basis (in- cluding monetary evaluations) insofar as possible. supplemented by qualitative information and appraisals. No conclusions have been reached to date by the Benefits and Costs Work Group as to the spe- cific application of such information, both quantitative and qualita- tive, in connection with benefit-cost analyses and cost allocations and reimbursement. Recommendations concerning application of this information will be made to the Committee in a subsequent report." 2
