It should be recognized <br /> <br />that these interim procedures adopted by the Arkansas-~fuite-Red Basins <br /> <br />Inter-Agency Committee establish one measure of the benefits that will <br /> <br />need to be taken into acoount in project formulation," :that is, "minimum <br /> <br />primary benefits." It is understood that each agency in formulating <br /> <br />projects should take into account all other benefits'. <br /> <br />Scale of Development <br /> <br />It is considered that the, following statements relative to estab- <br /> <br />lishing scale of development will be helpful in applying the principles <br /> <br />and procedures ,d,escribed in the report dated .May 1950 by the Subcom- <br /> <br />mittee on Benefits and Costs. <br /> <br />In the formulation of projects and programs, there must be estab- <br /> <br /> <br />lished a need for the servics that. ';"ouldre:sul tfroIildevelopment of the <br /> <br /> <br />plan. Although the need may be obvi6us' in "the case'of'many'purposes <br /> <br /> <br />for which Arkansas-White-Red Basins projects'and proltrams inay becon-' <br /> <br />, ' <br />structed, the nature of need may give 'rise to limitations on the type <br /> <br /> <br />or scope of projects and programs. ' For example, judgment with respect <br /> <br />to providing flood protection to an area would dictate:,'to.alarge de- <br /> <br />gree, a minimum engineering criteria for workB that will' controlC"a',' <br /> <br />standard project flood, the maximum flood, the second or third highest, <br /> <br />flood or lesser flood. Similarly, judgment is required in determination <br /> <br />of project limitations for water supply, hydroelectrIc power, or irriga- <br /> <br />tion. Here, there are practical considerations in whether to provide <br /> <br />storage and attendant facilities for the most severe drought conditions <br /> <br />for which reoords are maintained, or for some other criteria. <br /> <br />12 <br />
