(4) Summary'of Policy Assumptions Underlying AWRBIAC Reoommendations. (5) Description of.the Plan - The Plan should be de- soribed here with proper' balanoe and perspeotive to show its over-all objectives, long-range pro- grams to meet those objeotives, and integrated nature of all its parts. To this end, there should be a disoussion of the plan according to appro- priate geographio subdivisions, such as states, watersheds, or physiographic areas, as well as by major purposes. This would emphasize the inter- related nature of the elements of the Plan, leaving . detailed discussion by. funotions for coverage in Part II. .'....
