Coordination Prooedures <br /> <br />CD <br />~1 <br /> <br />1. The Inter-Agenoy Committee is responsible, oolleotively as a <br />group and individually as representati:\Tes of administrative authority <br />over the various participating State and Federal agencies, for ooordina- <br />tion of all the worl, on the AWR study. The Cornmittee oan and, to a large <br />extent, has devised ooordination prooedures and assigned coordination <br />tasks to various agenoies and individuals. Furthennore, a large part <br />of the ooordination neoessary in 'the AWR study is nor!1lally oarried out <br />by the partioipating agenoies during the oourse of their day-to-day in- <br />vestigating and planning operations. Eaoh mem.ber of the Cornmittee is <br />administratively responsible fo~ making sure that ooordination involving <br />the partioular agency or agencies whioh he represents is effected, bcth <br />within his agenoy and with other agencies. <br /> <br />. <br /> <br />2. The Ccmmittee has established work groups on the functions included <br />in the study. As outlined in paragraph 3 below, the funotional work groups <br />have been assigned the task of effecting functional ooordination referred <br />to in paragraph la, above. This involves.agreeing on the scope of coverage <br />of the subject, the work to be done, and the division of work among the <br />State and Federal agencies represented in the work group. It also in- <br />vclves pointing out, as far as can be determined, the need for cross- <br />coordination Inth the work of other functional work groups. As outlined <br />in paragraph 5 below, the Committee has assigned to a group without fixed <br />membership, known as the Tulsa Grcup, certain tasks designed to facilitate <br />the work of the Committee and assist in coordination. Although a certain <br />amount of cross-functional coordination between the various work groups <br />will be assured because of mambership by each agency on several work <br />groups, through the efforta of the Tulsa Group and through the efforts <br />of members of the Inter-Agency Committee, adequate cross-functional coordi- <br />nation at field level requires the establishment of additional mechanics <br />for coordination to meet this need. Accordingly, the Governor's representa- <br />tiv'e of each State is assilSned' the task of providing leadership in cross- <br />functional coordination within his State as outlined in paragraph 4 below. <br /> <br />. <br /> <br />. <br /> <br />3. Work Groups~ The AWRBIAC has established a number of work groups <br />to assure coordination of agency activities as they relate to each major <br />purpose of the comprehensive survey. It is the responsibility of each <br />work group for the aspect of the comprehensive survey vnth which it is <br />ccncerned to: <br /> <br />a. Outline the investigations and studies which the work group <br />considers to be necessary for its funotion. Wben adopted by the AWRBIAC, <br />.this statement will serve as a guide to agency personnel engaged in the <br /> <br />'V-,2 <br /> <br />.' <br />
