That is the reason I have <br />signed the act. <br />In a number of particulars,'however, the act is seriously deficient. <br />I expect to take Buch remedial action as is open to me, and I request <br />further legislative action by the Congress, to meet these deficiencies. <br />The basic reason for the deficiencies in this act is, I believe, <br />that the Congress has not adjusted its procedures to the inherent re- <br />. quirements of Federal resource development work. The Congress is well <br />aware that the development'and use of our natural resources mut be . <br />carried on in ways that consider the interrelationship between di1'ferent <br />resources--particularly, in this case, water, land~ 'and forests. This <br />act, however, was prepared with a primary view to the rivers and harbors <br />and flood-control work of the Army Engineers which is only one part of <br />the job that needs to be done. <br />The 1'ailure to give proper consideration to the water resources <br />. responsibilities of other agencies, in enacting this legislation, .is <br />illustrated in several ways. . <br />First, the act places on the Department of the Army responsibility <br />for "develoll!ng comprehensive, integrated plans of improvement" of the <br />Arkansas, White, and Red River Basins (which cover parts of eight States), <br />"1'01' navigation, flood control, domestic and municipal water supplies, <br />reclamation and irrigation, developlllent and util17.e.tion of hydroelectric <br />power, conservation of soil, forest and 1'ish and wildlife resources~ and <br />other beneficial development and utilization 01' water resources." Such <br />comprehensive and integrated plans of improvement are obviously needed, <br />not only 1'01" these river basins, but also for others. Some of the work <br />to be done under such plans will be carried out by the Department of the <br />Army, but other equo.lly important phases 01' the work wUl be carried out <br />by the Department 01' Agriculture, the Department of the Interior, and <br />other Federal agencies. Under these circumatances, it is clearly in- <br />appropriate that those other agencies should not participate in making <br />the plans in the first place. Furthermore, sin.ce the States, as well <br />an the Federal Government, have important responsibilit.ies in resource <br />development work, this provision is defective in not requiring 1'ull <br />consultation and collaboration with the States in preparing the com- <br />prehens1 ve plans. <br />The act requires that the plans prepared by the Department. of the <br />Army shall be "coordinated with the Department of the Interior, the <br /> <br />II-5 <br />
