July 21-22, 1997 Board Meeting - Water Project <br />Construction Loan Program - Modifications to Previous Loan <br />Authorizations - Lower Arkansas Water Management Association <br /> <br />On July 9, Chuck Lile, Hal Simpson, and several members of the staff met with <br />representatives of the Lower Arkansas Water Management Association (LAWMA) to <br />discuss the Offset Account established in John Martin Reservoir for the purpose of <br />regulating water supplies for the replacement of depletions caused by post-compact well <br />pumping on the Arkansas River. The July 9 meeting resulted from the discussion of the <br />Offset Account as part ofLAWMA's loan request at the May Board meeting. <br /> <br />One of the issues discussed was the benefit of the Offset Account to the State ofColorado <br />in terms of being better able to comply with the provisions of the Arkansas Compact and <br />the rulings of the Special Master in Kansas v. Colorado. Several useful ideas for the <br />operation of the Offset Account were considered. It was generally agreed that more <br />operational experience and the identification of other entities who may participate in the <br />use of the account would be desirable before presenting any sort of proposal to the Board. <br /> <br />LA WMA has requested the opportunity to update the Board at the July meeting on recent <br />developments with regard to the Offset Account.
