How would the <br />modification affect the timing, magnitude, and duration of flows in <br />each affected river reach? How do these changes relate to the <br />Service's flow recommendations? <br /> <br />-What species and life history stage of the endangered fish will <br />affected? What is the population status of those species? <br />What new scientific information concerning the flow needs of the <br />fish 1s available to assist in evaluating the impacts of the <br />modificat10n? <br /> <br />-How would modification affect the well-being of other native fishes <br />in the r1ver? <br /> <br />There are two inst1tutional factors I believe the Board should consider before <br />modifying a water right. These include: <br /> <br />-How will modification affect the Service's determination of <br />sufficient progress? <br /> <br />-How will modification affect delisting or downlisting of any of the <br />endangered fishes? <br /> <br />Finally, the modifications should be done in accordance with the procedural <br />and substantive requirements that the Board must follow pursuant to the rules <br />and regulations for the instream flow program (attached). <br /> <br />These are my preliminary thoughts. I must caution you that I have not had the <br />opportunity to discuss these comments with others within the Service.
